
What is CAPS?
This initiative is called CAPS – County Area Projects. Modeled after the successful OKC MAPS program, CAPS is a citizen-driven approach that gives local residents a direct voice in shaping how sales tax dollars are invested. If approved, a Citizens Advisory Committee will be formed to review potential projects and make recommendations to the Board of County Commissioners.
The structure of CAPS provides both stability and flexibility:
•1/10 Repurposed for Ongoing Operations: Dedicated to the maintenance and operations of new community and economic development facilities created through CAPS.
•3/10 Repurposed for 15 Years: Dedicated to economic development and community projects, with the opportunity for voters to revisit the program after 15 years.
Importantly, this is not a new tax and not a tax increase. It simply repurposes a portion of the existing sales tax already approved by voters in 2013 and extended in 2023.
CAPS is about more than buildings — it’s about building a stronger community. From retaining young people who might otherwise leave, to attracting new families and businesses, to creating places where our citizens can connect and thrive, CAPS is an investment in the future of Woodward County.
What Can CAPS Be Used For?
CAPS (County Area Projects) is designed to invest in economic development and community improvements that strengthen Woodward County’s economy and enhance quality of life for residents.
All funds must be used strictly for purposes allowed under Title 62, Oklahoma Statutes §802(5), which outlines what qualifies as economic development and community facility projects.
Nothing outside those statutory purposes is permitted.
CAPS funds may also be used as local match dollars for state and federal grants, allowing Woodward County to leverage its resources, secure larger outside funding, and be more competitive for infrastructure, community development, and rural water projects.
Citizen-Led Planning & Economic Analysis
If the CAPS proposition is approved, a Citizens Advisory Committee will be formed to review opportunities, gather public input, and conduct economic analysis to determine project priorities and make final recommendations to the Board of County Commissioners.
This process ensures that funding decisions are data-driven, transparent, and reflect community priorities — not predetermined projects.








Sales Tax vs. Property Tax
It’s important to note that CAPS only affects county sales tax, not property taxes.

Woodward County’s current sales tax is 9/10 of one cent (0.9%).

If CAPS is approved, the county sales tax rate will remain at 9/10 of one cent.

There will be no increase in the sales tax rate and no impact on property taxes.
This means every purchase in Woodward County that is already subject to state sales tax will continue to include the same county sales tax amount. Anyone who shops or spends money on eligible purchases in Woodward County contributes to this tax — not just county residents. A large portion of sales tax revenue comes from visitors who shop, eat, stay in hotels, or attend events here. CAPS simply repurposes how part of the existing sales tax is used — ensuring that funds go toward economic development, community facilities, and maintenance of new projects.
